Though officially it is custody (Russian: СИЗО, следственный изолятор), it is often depicted as prison.

It is now functioning as a pre-conviction detention center (Ukrainian: слідчий ізолятор, English literally: "investigation isolation facility").

Among its notable inmates were Bolsheviks Felix Dzerzhinsky and Maxim Litvinov.

More recently, Yulia Timoshenko, a prominent Ukrainian female politician, spent a forty two days there as a suspect in a corruption case, but was later acquitted.

Several activists of UBK campaign were inmates of the isolator when convicted for riot activities.
