Dr. Otto Scratchansniff was a fictional character on the Animaniacs television series.
Dr. Scratchansniff was the psychiatrist of the Animaniacs, Yakko, Wakko, and Dot, hired by the Warner Brothers CEO, Mr. Plotz. He spoke with a heavy Austrian accent, and in every episode (featuring him), he would get angry at the looney warner kids and probably get hurt. Both he, and his assistant, Hello Nurse, appeared in the first level of the Animaniacs video game, of which he jumps out a window.
Dr. Scratchansniff was voiced by Rob Paulsen, who also did Yakko, Pinky, and numerous others.
